Funded by development financial contributions, so applications must show a clear link to growth. One of the goals of the council's Recreation and Open Space Activity Plan, which funding decisions must align with, is quoted directly: "Collaborate and partner with Tangata Whenua and the community to provide recreation and open space experiences." A feasibility study is required for any facility development worth more than $100,000.
